I spent a couple of hours working on my local wp website. The power went off and the computer shut down. When I tried opening local wp again, it said that there were no websites. However, I have all the files of the site I created in my local sites files…?

It’s possible that the Local configuration became corrupted. Can you try restoring the site to a new one in Local? You can use a backup of the site, or try using the files for the site by following the steps outlined in the “Restoring From Only Local Site files” section of this help doc:
