Need help linking HTML to CSS

I can’t get the web browser to display my css. I’m using the following link in the html, inside the head: < link href=“style.css” type=“text/css” rel=“stylesheet” >. Does that look ok? or do I need to change something on it, and if it looks ok, what would be the next step - Thanks!
