Is it possible to populate MySQL of LocalWP with files from local Windows machine? With Python script running on Windows, or with custom Wordpress plugin, running in LocalWP installation?
Are there any known limitations or issues on this?

This might be possible but we don’t have any documentation to provide so it could be a bit of trial and error to figure out. I’ve tried searching around to see if we’ve had any users discuss this in the past and provide any details but I’m not turning anything up. If you figure out any workflows please feel free to update along the way here so others can find the information! If you do decide to do some testing as a friendly reminder always save you work
As I read in Flywheel | SSH tunneling to access your site’s database, there exists a possibility to SSH into FlyWheel MySQL. And, additionally, LocalWP offers a path and login to MySQL. The site shell displays a healthy access.
My only concern is, there could be any limitations on the side of LocalWP or FlyWheel I don’t know about.
