Nope, hosts file has no limiting permissions and no AV is blocking Local.
This is clearly a bug and needs to be fixed.

We recently bumped up Local’s minimum MacOS requirement to 12 (Monterrey) or higher.
The error in your screenshot indicates you might be on an older MacOS version. If you’re unable to update you can try using an older PHP version, or downgrade your Local application to one of our older releases.
