Creating a new site with new version 5.9.0 on Win 10 and it fails with “Uh-oh! unable to provision site”

I have created other sites, which work fine, with the previous version of Local. They are still okay and will start load under WordPress and display correctly. I just cannot create a new one.

I start a new site with all others stopped and it will let me name it, select environment (Preferred), give an ID and password (no email), and start the process; then throw the error.

I forgot to say that WordPress was just updated to 5.5.2.
