It shows that Local’s sites.json file is corrupt, which can happen due to disk-write failure or other issues such as sudden power loss. This is the same issue as in the thread I linked previously:

If you click through to that page and follow the instructions in that thread, it should fix it for you and allow Local to launch again. If you need help with any of the steps please let us know.
