Visual indicator for local sites

Here’s another “replicate this DesktopServer feature” request. I’d like to have some kind of color bar that shows up on the local version of my site. I realize I could probably drop something in mu-plugins to do this, but I think it’d be better if it were on by default for anytime someone creates a site, and could be toggled in the Local app.
