When provisioning, Starting up site services never finishes

What issue or error are you experiencing? This is on Windows 10. I decided to follow the recommended update to PHP. The upper right says provisioning and a window popped up saying Starting PHP swap and then another window said Starting up Site Services and it doesn’t finish. The same happens if I just want to start my site.


What steps can be taken to replicate the issue? Feel free to include screenshots, videos, etc I did a reinstall of Local but the same thing happens. It slows down the laptop considerably. The hosts file does not have Read Only checked.

Security Reminder
Local does a pretty good job of scrubbing private info from the logs and the errors it produces, however there’s always the possibility that something private can come through. Because these are public forums, always review the screenshots you are sharing to make sure there isn’t private info like passwords being displayed.

We have a Windows Troubleshooting guide below that goes over some common items worth checking. For example, make sure you’re running Local as an admin user, that you don’t have any security blockers, and that Local has access to update your Hosts file.

I followed the Troubleshooting doc and the extra link inside and it’s still doing the same thing. It just hangs there saying “Starting up Site Services.” Would any of this have anything to do with the Windows 10 going out of service?

And is it supposed to set up 5 running processes in the Task Manager?

I started installing previous versions of the software. Went back to 9.2.6 and it still goes into the same mode. You would think any settings of an update would have been deleted by reinstalling an older version.

It still sounds like something on your device or network is preventing Local from syncing. Is this a personal device? Or one issued by an employer? What about your network? Is it a home or office setup?

What items have you checked from our Windows guide? Are you using the app as an admin and have allowed hosts file updates?

Hi, Nick. This is a personal laptop on a home network. I went through all the troubleshooting steps and they were all set the way they were supposed to. I even added the path. And I’ve been running it as administrator and made sure everything could update the hosts file. Yeah, it seems like it’s not connecting. I’m running McAfee anti-virus. I’m going to check out that next.

Going into McAfee Anti-virus led me to the Windows Defender Firewall. While I saw a rule allowing Local inbound, I did not see a rule allowing Outbound, so I added it. What’s very interesting is when I now open Local, it first opens a blank window which is the same size as the request for a new version. Then, it opens the normal window showing my site. Starting the site results in the same frozen message.

I decided to try creating a new site and got this message about mailpit:

I found this interesting so I unchecked Public and checked Private. It created the site:

I then added the WPVIVIDBACKUP plugin and proceeded to restore based on the other site’s backup. It hung up around 83% and took at least an hour to finish after which it said it failed. I tried stopping the site and it took a long time to come down.

Since the mailpit setting was now changed, I went back to the original site and tried bringing it up but I got the same hang during provisioning.

Does your device have plenty of disk space available @kkunkel70? That would be something else worth checking.

Hi, Nick. I got 62GB of disk space free.And here’s my latest log file. Now, my Valeria Press site backup is about 600MB.

Something interesting this morning. My computer asked for a Windows update so I let it update while I ran an errand. Coming back and after doing the log update, I decided to try starting my site. Now, it just says starting.

Here’s another log file while it’s just hanging there.

In the logs we’re seeing entries like this:

Making sure your sites are “Stopped” and Local is shut down and quit, do you see anything in Task Manager still that can be killed?

It won’t let me stop it. Here is what Task Manager looks like before I kill it through here.

When I kill it, this pops up…

But after I say OK to about 4 of these, it disappears from the task manager.

Is your Windows 10 32 bit?

No, it’s 64 bit. But Local always says its 32 bit.

Could you try some full reinstall steps here to do a big refresh?

  • Export any sites that you have on Local and save them to a folder somewhere on your computer: Backup a Local Site - Local

  • Fully uninstall Local from your computer following your OS specific steps here: Uninstall Local - Local

  • Install the latest version of Local on this link: Releases - Local

  • Once installed, please restart the computer.

  • When the computer is restarted and turned on, close any applications that automatically run in the background (AntiVirus, Firewall, and other Developer applications included).

  • Check and see if the issue still persists. If so, please provide us with an updated log: Retrieve Local’s Log File - Local

Sure will. I made a lot of changes recently and didn’t back it up and hate to lose everything, so I’ll go through the steps and let you know. Thanks, Ken

Yes of course just make sure to export that site first and save a copy somewhere so it’s safe. You should still be able to manually navigate to those files on your device.
