Windows 10: How to connect to MySQL

I don’t understand how to connect to MySQL.
As “Open Adminer” doesn’t work for me, I need to connect directly to the database.

Here are details with DB access that I see in Local 5.2.4:

I use HeidiSQL to connect using those credentials, but I get this error:
