Can Wordpress.com Premium or Business Plan sites be developed locally using Local by Flywheel or is it a tool only to develop hosted Wordpress.org installations?

Local is only meant for WordPress.org sites like those hosted on Flywheel.
Thanks, Clay. I thought so, but wanted to hear from the experts. Apparently, from what I’ve found out at vip.wordpress.com only their VIP plan supports a local development environment of some sort.
