Yes you should be getting a second prompt after that one that gives you the option to click Yes and allow Local to proceed.
We have a Windows Troubleshooting guide below that goes over some common items worth checking. For example, ensure that Local is running as an administrator, that there are no security blockers, and that Local has access to update the Hosts file.

but I noticed that the app itself “Local“ isn’t in Windows notifications apps list

Missing Hosts Entry generally means Local is still missing a permission or is being blocked by security on the device. Is there any other security or antivirus running? Are you running the application as an administrator?
It’s difficult to narrow down any further but it still seems like something on your device isn’t playing nicely. I have a Windows 11 environment to test where it works okay there.
Do you perhaps have another device you could check and see if it works on?
