I was downloading PHP to create my first site by installing local software when my computer shuts down due to power outage, then when the electricity came I go to open local software it doesn’t happen anymore, every time I click, it shows a little load icon in cursor and doesn’t open anymore. I have uninstalled the software and reinstalled it. but the same problem is also happening now. what should I do to run the software?

That definitely doesn’t sound good! I think you’ll want to work through the steps to completely uninstall Local. This help doc goes into more detail about uninstalling the various parts of Local:
After re-installing Local, if you still have issues, can provide the Local Logs? You can get a zip of those logs by clicking the “Download Local Log” button from the “Support” tab of Local. See this help doc for more info about that button:
