I was in the process of powering up, and had the option to update which I did. Then when I restarted I get the bouncing balls. I tried powering down, and starting the virtualbox by doing a headless restart. Then when I start local, I still get the bouncing balls, with a message checking system.
Ok after running:

Quit Local if it’s running

Go to Terminal (or your preferred terminal app)

Enter “/Applications/Local by Flywheel.app/Contents/Resources/extraResources/virtual-machine/vendor/docker/osx/docker-machine” kill local-by-flywheel

Open Local
-
“/Applications/Local by Flywheel.app/Contents/Resources/extraResources/virtual-machine/vendor/docker/osx/docker-machine” restart local-by-flywheel

“/Applications/Local by Flywheel.app/Contents/Resources/extraResources/virtual-machine/vendor/docker/osx/docker-machine” env local-by-flywheel
It now works
