Very new to this product and heard I could install a local instance then import an existing WP web site to use as a template for my own. Can’t find an intuitive way to save me from creating from scratch. The WP web site I want is not mine but part of a larger organization of like instances

You would need to have access to the site in order to import a copy of it into Local. If you are able to get access you can use a free tool like WP Migrate Lite to create a full site export zip file that can be dragged and dropped into Local. Or if you are able to get a backup zip file from someone with access to the site you can use that or unpack it and move the contents into a Local site manually. Links below:
