Error "Cookies are blocked"

Unable to log into admin

Error message when attempting to login in to wp-admin is " Cookies are blocked or not supported by your browser. You must enable cookies to use WordPress."

Replication

Please do not respond with the link to wordpress codex, as I see in previous users question. I have tried 2 different browsers, and cookies are not blocked.

Same problem here, updated to MacOS 10.15 yesterday and now that local updated the domains to “localhost:…” i cant login to the backend on any site.
