Do you have any antivirus, security, or firewall applications that could be blocking Local? It looks like from the log it might be having trouble connecting.

Are you running other developer applications simultaneously? That could also cause similar issues. Apps like MAMP, XAMPP, or Docker for example.

If you change your Router Mode to Localhost does that work? Preferences>Advanced>Router Mode

Also, can you check this setting? Help! I'm running into an EPERM error with the hosts file on Windows

no they are saying the localhost refused to connect

Does the same thing happen if you try to open in other browser windows? Like Firefox or Safari for example. What about if you use a different network? Or a VPN or LTE Data hotspot?
