I have updated css and the changes are not reflecting on the local site. I tried clearing browser cache, private browsing, clearing wp cache, deleting transients, restarting the site, restarting Local, forcing updates of the version, adding a timestamp, disabling opcode cache temporarily. Nothing clears the cache.
What steps can be taken to replicate the issue? Feel free to include screenshots, videos, etc

Local does a pretty good job of scrubbing private info from the logs and the errors it produces, however there’s always the possibility that something private can come through. Because these are public forums, always review the screenshots you are sharing to make sure there isn’t private info like passwords being displayed.
Have you tried checking in another browser other than your default such as Chrome, Brave, Firefox, Safari, etc or in an incognito window? Does that make any difference?

Is this a theme you developed or one that you purchased?
It’s not sounding like a Local issue necessarily but possibly something with the theme. For example if you just create a new blank Local site with a default WordPress theme and make some CSS changes are you able to refresh and see those?
Yes, the theme has been successfully used on multiple projects on Local previously without issue.
I developed it as a base theme.
As suggested, I spun up a new site and directly edited the css on 2025. Changes are not reflected on the front end, with !important, private browsing, cache cleared, transients deleted, site/app restarted.

So did the issue just arise recently on this new site? And now changes aren’t appearing on any site in Local utilizing any theme?
We’re just trying to narrow down when something might have changed here as we aren’t able to replicate this on MacOS or Windows, but we aren’t sure what else within your configuration could be interfering.
