Local hangs on "starting local machine" on Windows 10

I just installed Local. Had some read-only permissions errors importing my first website because I hadn’t opened it up with admin privileges. Apparently W10 now makes a lot of stuff read-only and only allows you to superscede that by running the program using admin privileges.

So I shut down Local and then tried to open it up again using the right click menu “run with admin privileges” but it hangs indefinitely on Starting Local Machine. I’ve tried to look around the forum but most of the questions seemed to be focused on Mac and the few Windows questions I could find were kind of all over the place.

I did just follow this website’s instructions to hopefully fix the permissions problem for the future. But also I can’t tell if the problem has been fixed because it’s still stuck on this screen.

Okay, didn’t get it to work, so I just uninstalled and reinstalled everything. Now I’m having a different problem. I’m using SSL but when I try to trust the cert it tells me that I need admin privileges to do it.

Also I tried bringing up the website and I’m just getting a 500 server error
