I’ve had no luck getting Local to install and load on my Surface Book, including past versions. No problems on my Mac, and I was able to get the previous release working on another Windows box after following some instructions here.

Can you open VirtualBox and then go to About to check the current version?
I was not able to do that; VirtualBox was unresponsive and would not start. Its files were quite old, so I installed Version 5.1.22 [r115126 (Qt5.6.2)] separately just now. I uninstalled and reinstalled Local. While reinstalling, it found and fixed some bad Docker settings. Now everything appears to work as expected.
