Multi-site + Apache doesn't appear to work on 6.2.0+5679

Bug Summary

When spinning up a Wordpress 5.+9 Multisite installation php version 7.3.5, MariaDB 10.4.10 and Apache. Adding a site in the Network dashboard works but then attempting to visit that site or it’s dashboard produces a 404 error.

Switching to nginx appears to fix this issue.

Steps to reproduce

Create a new multi-site at 5.9. Choose Apache/PHP 7.3.5 (haven’t tested other versions) / MariaDB 10.4.10 (haven’t tested other versions).
Log in to the Network Dashboard, create a new site, attempt to visit dashboard or the site itself. Should produce a 404 error.

I had the same problem, with Local 7.0.1+6387 (and using MySQL 8.0.16).

Switching to nginx also fix this issue for me.
