Special characters not supported on Windows username/password

The general problem is that when a Windows Username includes special characters (so an apostrophe ' or a non-ASCII character like é) it can break the commands Local uses to communicate with the MySQL database. There are some suggestions in there with potential fixes - for example, if you are using Windows & your Windows username has special characters it appears to cause issues with Local.
