Are you utilizing Instant Reload? If you disable that does that resolve anything or do errors persist?
If you’re still having trouble in order to refresh here and start with a clean slate could you give the below troubleshooting steps a try?

Please export your sites to save them to your desktop. You can also manually locate the site files to copy and save those as well using steps like these: Import/Export a WordPress Site - Local

Install the latest version of Local on this link.

Once installed, please restart the computer.

When the computer is restarted and turned on, close any applications that automatically run in the background (AntiVirus, Firewall, and other Developer applications included).

Next you can reimport your original site(s) and get them working. Typically you would just generate a zip file to drag and drop into Local.
