Issue Summary

When I try to update WordPress to 5.6.1, I get this error message for one site.

Another site I have, also on my local drive, updated to 5.6.1 after a couple of tries.

This problem seems to have solved itself. I tried a dozen times and got the error message, then on the 13th attempt, roughly, it worked.
