Issue Summary
When I try to create a site I get the “Can’t edit hosts file” message. However the hosts file is writeable since Notepad, Notepad++, and PHPStorm can all write to it. Looking at the log file I have.
2022/03/04 11:01:29 [alert] 12908#10420: OpenEvent("ngx_master_12284") failed (2: The system cannot find the file specified)
The folder /etc is read-only and I can’t change it. Could this be causing the problem?

Does this happen for all sites in Local, or just one in particular?
Any sites I’m trying to create. -
Are you able to create a new, plain WordPress site in Local and access it in a Browser?

Describe the steps that others can take to replicate this issue. If you have screenshots that can help clarify what is happening, please include them!
Go to C:\Windows\System32\drivers\etc\hosts and try to edit the file in Administrator mode.

Security Reminder
Local does a pretty good job of scrubbing private info from the logs and the errors it produces, however there’s always the possibility that something private can come through. Because these are public forums, always review the screenshots you are sharing to make sure there isn’t private info like passwords being displayed.
