A plugin vendor (Event Expresso) tells me my issue is due to caching.

It happens on the only site I am using Local for development.
Replication
Happens every time I click on the next page in the registration process. Appears to not remember the prior answers. I have disabled every plugin so there is no other caching involved, and cleared my browser cache. But neither fixed the issue.

Thank you for reaching out. The short answer is No, Local isn’t caching things. That being said, there are other ways things could be getting cached on the site.
Can you elaborate more on what the issue you’re facing is? What prompted you to reach out to Event Expresso? What steps can you take to replicate the issue?

Thanks for replying. Event Expresso allows people to register for an event. In particular, the first form allows one to select the number of tickets. When I continue to the next form it never remembers the tickets I have selected. Support at Event Expresso says it is a caching problem. (Presumably the system has cached a blank page.) I turned off the one caching plugin called Endurance and cleared my cache. It did not help. Furthermore, Event Expresso says they have since tried Local and it works for them!
Since you confirm Local does not cache I am at a loss as to what is happening here. For the record I have turned off every plugin to no avail. Also tried different themes. I will get back to Event Expresso with your statement that Local does not cache.
Since I could not get Local to work I have paid for a BlueHost account and Event Expresso works fine there. If not for that success I would likely try a clean install of local and just the Event Expresso plugin as something else on my current site must be interfering.
It sounds like since Event Expresso couldn’t replicate that it is something localized to your setup. There are a lot of different ways things can become cached. I’m assuming that EE doesn’t have a caching or “regenerate” feature in their setup? It’s common amongst certain plugins and themes so just wanted to check.
If you’ve already ruled out any other plugin or theme caching, it could also be browser caching, or caching on your network. So you could try things like different browsers, incognito windows, resetting your network, using a VPN, or LTE data hotspot, etc.
