Duplicator import points to live site

I have a live site that I want to work on locally. I’m using the Duplicator plugin to create an archive of the site. When I drop the .zip into Local, it seems to work just fine, but when I visit the dev url it redirects to the live site.

I thought the problem was in the wp_options url and home fields in the database, so I check there and the live site url was there. I changed both, but the redirection still happens.

Is WP_HOME or WP_SITEURL defined anywhere? These can be in wp-config.php and will override the database setting.
