How can I give remote access to another user to my website on my laptop who lives in a different state, so we can work on the website together, thanks.

Your best option would be to create a Demo or “Staging” site on a server or with a web host that you could both access and push or migrate updates to. There isn’t really a way for collaboration like this in Local and advising on any remote access workarounds isn’t really within our scope.
