How do I manually migrate a local site?

I’ve seen many instructions and tutorials how to migrate a Local site with plugins.
How do I do that manually, without plugins?

This is what I tried, but it didn’t work:
1- Copy the contents of the public folder to site
2- Export local.sql and import it in the database of site.
3- Change the wp-config.php with the credentials of site.

Hi @josf

So with the steps you’ve taken so far what problems have you run into? Did nothing update and reflect on the front end? Is this a blank site hosted somewhere or was it a site you were trying to update with new content?
