How to manage sites accessed when switching "Accounts" in WP Engine?

There’s an older thread here which seems to address this, but the workaround is not sufficient.

I have a single username managing 3 WP Engine “Accounts” (accessed by using the “Switch Accounts” functionality in WP Engine). The solution suggests that the sites should still be pulled via the API when logged in as that user, which I am, but I only see the sites listed in my “main” account, and none of my other client sites, severely limiting my ability to use Local for my needs.

Am I missing a step here?

The owner of the “client” sites needs to enable to the API
i.e. Step 7 in this article - https://wpengine.com/support/enabling-wp-engine-api/

The wording is unclear - but this is Account-wide - not User-related. However once enabled - any user on the account will have API access.
