I need a solution that allows me to omit a page from syncing. In this situation I have a client who wants to manage their own homepage while we do dev work and push deploys on the rest of the site. Is that possible, to omit a page from being overwritten when syncing the staging site? If so, how complicated is it?

It really depends on how the theme and site are created, though typically that isn’t easily done with WordPress.
By default, most of the content in WP is contained within the DB and given the way that WP’s DB is configured, it’s hard to deploy “just one page.” That’s mostly because there isn’t really just one page within the DB.
Tools like WP Migrate can help with deploying partial parts of the DB, but again, it’s hard to just deploy part of the DB.
