When I click on ‘Open Adminer,’ nothing happens; however, the Local app in the top left corner indicates ‘Not Responding.’ Everything else seems to be functioning correctly, except for opening Adminer.

I’m wondering if the latest Beta of Local might resolve this for you? Specifically this note from the Beta:
Adminer has been replaced with AdminerEvo inside Local; Adminer was no longer maintained and AdminerEvo is a new, actively supported community alternative with all of the same functionality. Try it out in your site’s Database tab.

It looks like there are some permissions issues or blocks from your machine. Since you’re on Windows you might start by checking the below, and then check to see if you have any other anti-virus, security, or firewall applications that could be interfering.
Are you running other developer applications simultaneously? That could also cause similar issues. Apps like MAMP, XAMPP, or Docker for example.
I’ve attempted all the solutions you suggested, but none of them seem to be effective.
I’m seeking a way to access the database manually. Is there a method to set up Apache or Nginx servers manually and establish a connection with the Local database? Mailpit functionality is working fine.
Can you share a fresh copy of your logs here for us so we can see if anything else stands out? There are some different ways to access and share Local Logs. For us to be able to troubleshoot thoroughly, please click the Download Local Logs button from the Support tab in Local. This will generate a zip archive that contains the Local log along with some other diagnostic information to help quickly zero in on any issues that Local is encountering.
Do you have any special characters in your admin password? There is an error in your log that sometimes pops up if that is an issue. This is a Window specific bug.
In your previous logs there were a lot of port conflict errors, although I don’t see those in the most recent log. If you change your Router Mode to Localhost are you able to proceed? Preferences>Advanced>Router Mode>Localhost

I have special characters in my admin password. I’m not using any other developer applications simultaneously. Previously, I used XAMPP, but after installing Local, I uninstalled XAMPP. However, the problem persists. Could it be related to RAM or the processor? When I click on AdminerEvo, it shows as “not responding” in the task manager.
I attempted to use Router Mode to localhost, but it didn’t resolve the issue.
Happening to me, too. Only on a Mac (Version 9.0.2+6676) and changed to LocalHost. AdminerEvo still refuses to open. Dropped back to 8.3.2. AdminerEvo opens now.
