Unable to open AdminerNeo

I just upgraded my local installation, pulled in the site from the live production server to test some things and it always makes my wpadmin password change, which I usually will just open adminer and change it, however I can’t even get the page to open, will not open chrome and this is what I see in the logs:

I’ve just re-tested this on macOS, Windows and Ubuntu with Local 9.2.4 and AdminerNeo opens for me.

Please could you share your OS, Local version, and full logs?
